Simon Lucas

Simon Lucas is a specialist at Arcadis LLP as Principal International Consultant for global Education and Children’s Services development work. His work includes the development of the Arcadis offer across all components of the sector and strategic planning for future business development.

Simon is an highly experienced education and public sector professional with a long and varied career in education spanning almost 40 years, across all aspects of the education landscape, having been a teacher and senior manager/leader in schools (primary and secondary sector), an adult literacy tutor/manager, a teacher trainer, an education adviser and schools inspector, an Assistant Director of Education/CEO for a major Unitary Authority and extensive work as a senior director / Partner in education consultancy and services management.

He has specific and extensive experience of the development of major infrastructural projects for education, including government/whole authority Future Schools and PPP/PFI programmes. He has overseen the development of over 45 UK Academies and 16 major education capital programmes in the UK.

He is also highly experienced in all aspects of the international education provision market, both national state programmes and international independent English Medium schools, most notably, British International Schools. On the global stage, Simon has also worked on major infrastructure programmes in the public and private sectors, in the Middle East and Central Europe.
He is currently working on the new Lusail City Education Strategy which involves all aspects of the creation of a completely new City’s education provision, school types, commercial models and governance arrangements. He has recently completed a consultancy on behalf of the European Investment Bank (EIB) to create the new government’s education investment strategy for the next 15 years, linked to its overall school improvement programme.
